Jeffrey Owen Starks, 79, passed away on Monday May 29, 2023 at The Ohio State University Hospital.

Jeffrey was born on Wednesday July 28, 1943 in Columbus, Ohio to the late Charles E. and Catherine Watson Starks.

Jeffrey is survived by his daughter Laurie Wembly; Brother Richard Starks; grandchildren Courtney and Jule Wembly.
